What is SitePass

A verified digital ID for everyone who works on site.

SitePass registers the people who work on a site: employees, temporary staff and subcontractors. Each gets a credential in their own wallet that checks them in and opens the gates and doors their access covers. It works for an hour on site and for a contract of several months, and the same solution is in operation for Region Hovedstaden at New Hospital Bispebjerg.

How SitePass works

From the supplier list to the gate.

The flow connects two systems a site usually has already: supplier management, where workers are registered, and access control, which runs the gates and doors. A worker without AltID can verify with e-Boks ID or a passport scan instead.

Supplier management receives the workers who need access, and access control creates an access ID for each of them.

02 A credential is requested

Access control asks Partisia to issue a credential to the worker's email address.

03 Pre-check-in

The worker verifies their identity with AltID and gives GDPR consent digitally.

04 Issued to the wallet

Once the worker has Partisia ID Wallet, the construction site ID card is issued to it.

05 Consent on record

Partisia sends the record of the consent to access control.

06 Check-in, time on site, access

The card checks the worker in, records their time on site, and opens the gates and doors their access covers.

How SitePass meets the ID-card law

What the law asks, and what SitePass does.

The Act on ID cards on construction sites (Act no. 804 of 24 September 2026) puts each duty on the project owner. SitePass is built to help meet them.

Everyone working on site carries a personal ID card

Each worker gets a personal digital ID card, issued on the strength of a verified identity and holding what the law asks the card to hold.

Check-in and check-out are logged every time the card is used.

The log is the basis for the report. Its format waits on the executive orders.

Fines fall on the project owner. SitePass gives them one record of every card and every check-in on the site.

The law in detail

Passed in September. The start date comes next.

The Danish Parliament passed the law on 3 September 2026. The Minister of Employment sets the start date, which depends on who will issue the card.

Projects over DKK 100 million

The law covers construction projects with a total construction cost over DKK 100 million, excluding VAT, including design, consulting and financing (§ 1). The responsibility sits with the project owner.

What the ID card must hold

Name, photo, nationality, CPR number or an equivalent unique ID, the residence address where the employer provides housing, job function, mandatory training, the employer's name, CVR and RUT number, the hiring company if the person is hired out, and the issue date. The card must also be able to name the employer's client (§ 5).

The Minister of Employment decides between a state-run card, issued by the Danish Working Environment Authority, and an industry-driven one. DA, FH and Danske Byggefag, backed by DI and DI Byggeri, have proposed a hybrid: the authorities run a central register and a basic ID, and time-on-site registration and reporting come from the ID solution the site picks.

eIDAS 2.0 and EU Digital Identity Wallets

One solution, wherever the crew comes from.

Regulation (EU) 2024/1183 requires every EU member state to offer an EU Digital Identity Wallet by the end of 2026. Many people on Danish sites come from other EU countries, and the card follows W3C Verifiable Credentials, SD-JWT, OpenID4VCI and OpenID4VP, so any wallet that follows those standards can be used as it arrives. Germany's wallet, d-you, launches on 2 January 2027 on the same EU standards as AltID. Partisia already has access to its sandbox, so the same solution can run on sites in Denmark and Germany as German workers get the wallet.

Who carries what

Workers carry an ID card. Guests carry a guest card.

The law asks for an ID card from everyone who works on site, and a guest card and a guestbook entry from people who do no work there or stay only briefly, such as parcel deliveries. Inspectors on duty need neither.
